Has Marshall been nerfed or something?

I shoot a cloaked enemy at close range and he didn't die and killed me with Feline... maybe it's lag? or what

I was getting slaughtered by the Marshall in the last round :P Sounds like someone was lagging/missing if someone survived a few Marshall shots in cloak :)
