Where is the Initiate in the Hub

It's actualjly surprising how little information there is on the original Fallout, but I'm not great at classic RPG's and I just can't seem to find the initiate in the Hub. In what section of the Hub, and what building specifically, is the initiate?

Hes in Old town he's being guarded in a building directly to the right of where the player enters Old Town by several rough guards who carry the equivalent of a platoon's worth of firepower.

So be careful.
