In the new magazine, on the picture of the skeleton with a hammer, the writing says "Rather than scaling to the hero's level, some dungeons are locked within an encounter range."
Does this mean some dungeons will be barred off to the player with some "You cannot enter this dungeon until you're lvl x" message. This would, in my opinion, destroy some of the exploration value of the game.

Since dungeons stay at the level you enter them at, it would only make sense that dungeons be locked until higher levels, or else you could have all of the dungeons full of rats.
no. it just means they have a scale-range, for example level 10-20. if the player visites that dungoen at level < 10 the creatures will be level 10. if you visit it at level > 20 they'll be 20. atleast thats how i understand it to be
Thats interesting i havent read that before, it would kill exploration but hopefully theyre smart about it and atleast make the surounding area dangerous as a way of "locking up a dungeon" instead of simple locking it sayin "you need to be such lvl before entering".
No, it mean that it's level will be between two given levels (example 5-15) and when the player enters the actual level will be the nearest number to the plaher level in that range of levels.

Thats right, thats how it works. Its a much better option compared to Oblivions level scaling. That made everything a little too easy sometimes.
