This is quite old, and no, there is not a shout for each race. There are voice actors doing the shouts for each race and gender.

I know its old, thats why I said "For those who don't know." and the date happens to be on the youtube video, if I thought it was new, the title would be "OMG NEW INFO ABOUT DRAGON SHOUTS!!!"
