It's not like the company is just like "we don't want 360 and ps3 users to be able to mod", it's really a technical issue. It actually can be done on the 360 with FO3. Try looking it up on youtube. the same will probably work for Skyrim.

the search button is for wusses, I kid, Hard. Yeah there's tons of diffferent threads, but no one shall listen to this, its like fast travel, spell making and dragon riding, tons of threads and no one will bother to check. For modding, xbox can only take very basic commands on a modded xbox such as move npc here, give him a sword and make him double his size.

The 360 doesn't have enough memory to handle much modding. How do you load them into the skimpy 256MB available? I think you'll only see DLC, with a possibility for a few exceptional mods released by gamesas officially. The modern consoles don't support it. That's the issue. Maybe Nintendo's new console will support them. Given the current spec sheet (if it's true), it will be more than 2x as powerful.

The Creation Kit will only be released for PC. If you want to mod the game, buy the PC version of the game.
