Yes. Actually I have. You don't have to be still to shoot a bow accurately. As accurately as possible? Yes. But that's not what I'm referencing.
I'm not talking about longbows here...not that we'd be using those in-game(though...I'll be honest, I'd get a bit of a kick out of it...)
I've also fired from horseback. Yes, it's a bit more stable on a horse...but horses aren't exactly smooth. You can account for the rhythym though and brace yourself more easily than on foot of course.
I'm not saying we should be able to sprint and fire at the same time...but I should still be able to move at the same time.
I think crosshair offset like in Mount&Bladed as well as in Duke Patricks SCA Combat Archery Mod can really help there since speed of how fast you can concentrate on aiming depend on skills and different movements give different penalties, for example just steeping has less crosshair offset then trying to aim and shoot in jump or while running, as well such feature can help model bow sway effect in proper way, of course if you are godly skilled archer like Legolas you can try jump and shoot arrows with deadly perception since such feature work well with epic level skills like jumping from water surface or block weapon with bare hands, but before this consequences in form of crosshair offset must be done.

Yes mods have location damage and chances for critical hit.
