im doing an unmarked quest in the ncr main camp im interrogating a prisoner for a woman but ive finished interrogating him but i can't get out of the room as it needs a key and the ncr woman is nowhere to be found

this may not apply to your situation.. (I haven't done that quest yet...)

but oddly enough sometimes killing an NPC will get it unstuck..

Maybe it was a clipping issue, try reloading just before the quest and doing it again....
