No it doesn't. The 10 races are absolutely fine as a base for customization.

I can't wait to lure a dragon to ground level somehow sneek around him to higher ground and then jump on his back. I will then proceed to unsheath my dual shortswords and hack at his wings so he cannot fly away. After that is done while he is thrashing in pain I will run up and knock a arrow in my bow, stand on his neck and shoot him in the head leaving him a very dead dragon. :drool:

I agree and they are also part of the history and back story of the Elder Scrolls. They can not just up and suddenly create a whole new bunch of races, it would kill the game IMO.
