While carts would be an awesome feature (though I think you would have to choose between riding the horse and using it to pull a cart), I don't think that it is a safe assumption that they are in. In fact, I would probably assume the opposite until we are told differently.
I'm no designer, so I have no idea about the technical aspects of vehicle (e.g. boats, coaches, etc) movement in the engine, but we have not seen vehicles move in the past in the Oblivion engine (similar to Skyrim's engine, but apparently revamped). Morrowind's engine was similarly limited. I don't think I've seen a mod that convincingly (or at all, for that matter) achieved vehicle movement in either engine, but I don't pretend to have comprehensive knowledge in that regard.
The fact that we have carriages in Skyrim COULD change the anolysis if they moved in real time (but I swear I remember reading somewhere that they were static--could have been forum speculation though).
Personally, I think carts would be awesome--especially if they slowed when heavily weighed down and you risked getting raided when using them. Also awesome would be NPCs traveling in caravans and alone with carts and carriages that could be attacked by the PC or that the PC could be paid to guard, etc.
That said, I doubt any of those things are in the game. But we may see differently tomorrow!
