Secondly, what are some must haves? I already know I cannot use OBSE unless someone there got permission to crack the D2D encryption?

A must have? I would say, if you like to customize your character, it would be Race Balancing Project. That way you get all the hair, all the races, tweaked birthsigns, and all that is left is to download whichever body replacer(s) you want. However, if you use RBP then I would suggest you also get Birthsigns Expanded to complete it.

Some individual recommendations:

With a good UI interface, a good economic mod and a good leveling mod I could even stand to play vanilla for a while.

I suppose I wasn't clear. I was talking about Mod Loaders/Organizers etc. Performance enhancers, that kind of thing. Mods for 'flavor' I generally find on my own. I never meant to be, or felt like I was being rude.

So: Is my verion of Oblivion/SI Up to date? I may have missed it when I read the stickies.
What is the preffered/reccomended Mod Loader/Organizer? I know there are Several.
Has OBSE neem modified to work with the D2D version of Oblivion, or is the encryption still/forever preventing that?

Yes I'm pretty sure that's the most recent official patch.

Too bad you can't use OBSE, you're missing OSR(Oblivion Stutter Remover) which is simply incredible.
And no D2D won't ever support OBSE I fear. Steam got support only because a Valve developer actually assisted the obse team. Yay for Valve!

In fact I think there may be a way around it but I wouldn't dare suggest it on this forum(figure it out for yourself from that sentence).

And you can still PyFFI your meshes, search for the PyFFI thread. Also there are some law poly grass that may help.
