On the E3 special on Spike, Todd said there were only 3 major factions: thieves guild, college of whispers, and the companions. Does this mean the DB, arguably the best faction questline in all of Oblivion, including the main quest, is demoted to minor status akin to the Order of the Virtuous Blood?
