For me, the latter option. It's practically what makes the game a game. Now, that being said, the importance of story varies on what kind of game it is. If it's a game like the Elder Scrolls or Mass Effect, something like that, then yes, the developers better have a darn nice amount of story to go with it. That being said, I don't play a game for stories. If I wanted to have awesome stories all the time, I would go to a Library or look through some of my shelves. I play games to... what else? Play games. The game mechanics is what makes everything in the end.
