I haven't played the game, but from what I understand, you had to fast travel to certain areas, and there wasn't much area in between.

But I haven't played the game.

Arena takes place over the whole of Tamriel. However you cannot travel between cities/locations on foot, you have to use fast travel.

it has over a hundred pretty similar cities, and generic landscape.

pretty boring really, the normal dungeon hae 4 levels with each level being choosen from a list of pre-set layouts.

only the main quest has unique stuff.

You can travel throughout all the provinces with the exception of the Imperial Province. There is not much layout between the cities, save for a rare dungeon, and you have to fast travel between cities. For work, you can do fetch-quests within the city walls. Once you have reached a high level, you can seek an audience with royalty, and a get FAR better quests from them.

Let me clarify, you DO go to the Imperial Province in the end, but I can't give you much more than that.

You cannot travel throughout the provinces in a way that would make sense most people. You can merely explore the area outside the city walls. You can do this in the Imperial Province by virtue of the Imperial City being no different from any other city in this respect.

Hmm... I'm a bit confused about one thing. I've played a lot of Arena, and read a lot in the manual and on page 55 you can find this:
The world of Tamriel is vast, roughly three to four thousand kilometers east to west and two to three thousand kilometers north and south. Thankfully you do not have to walk the entire distance! Just a not of interest, walking between cities at the normal game pace can take anywhere from 10-12 hours of real time! That's why we have incorporated the fast travel option in the Continental Map.

And well, you can probably see where I'm going with this, so I'll leave you to it. I think they just said it for fun, realizing that no one would bother spending 10-12 hours dodging houses and trees, trying to reach another city.

yes ive heard similar before, anyone want to set up an experiement, find two really close cities, and make yourself walk in the direction of the other and see if you can make it in under a day (real time). Then you can see if you leave one city's area and enter the others.

Either they were rationalizing not allowing walking between cities, or they intended on doing it and decided it was too much work. Bottom line: you can't do it.

To me the most intriguing thing in the manual that didn't make the game was the reference to spell "circinates". I wonder what they had in mind...perhaps a level you had to be at before you could cast the spell.

you can't walk between cities, the farther you go from the city you left, the more unstable the game got and eventually crashed. you can find whole large cities that aren't mapped, the textures got a little odd though.

and there was a lot more to do outside of cities than most people give credit, or even explore. lots of little towns, dungeons, lakes, monsters, and such. sometimes you can find a boat on the shore, and use it to get to a dungeon in the middle of the lake.

The space outside the walls was void city. All I usually found was odd geometry.
