Why they keep saying the word "open world game" when all the cities are closed in cells and your movement is restricted?
The truth is Oblivion and skyrim aren't open world games, you can't go where ever you want like morrowind and you can't levitate or flying over cities.
Considering 150 dungeons and 7 cities are closed in cells you just can't lying to the people saying this is an open world game.
Only the wilderness and countryside is open world.
