Morrowind creature leveling

im a new morrowind player and i was wondering how much things leveled with you

There is no scaling in Morrowind, and much less leveling than in Oblivion. Most dungeons have fixed-level NPCs (and some fixed-level Creatures) and NPCs do not level and neither does their gear.
The Creatures that randomly spawn depend on your level, but all creatures have a static level, and higher level creatures never completely replace the low level ones.
Random loot (in containers) levels with you.

ok i know this makes me a newb but whats the difference between leveling and scaling

What I meant was....
No scaling = Enemies don't progress as you do (like in OB.) NPCs levels are static.
Less leveling = you won't all of a sudden see stronger enemies or better gear the minute you level-up. There are many more hand-placed enemies and items, instead of just random leveled spawns.

This can make the start of the game difficult because you can encounter high-level enemies, but also means that you can find high-level gear.
