I've bought a digital copy of Morrowind GOTY @ impulsedriven.com, but the construction set is missing. I used to own a hard copy of the GOTY so I know that it should be there. I've complained about it on the official impulse forums but I never got an answer. Is there any other way to obtain the construction set?

It is the same with Steam. The Morrowind CS is only available on the retail disc, sorry.
No, not with Steam if you're using this http://www.tesnexus.com/downloads/file.php?id=29388 and http://www.gamesas.com/index.php?/topic/24-comprehensive-tutorial-and-useful-link-list/ (scroll down a little) is more important information about CS for Morrowind.
