Installation on Windows 7

Hello, I seem to be having trouble installing Oblivion: Game of the Year edition on my PC. I currently have Windows 7 Professional 32-bit.
The problem is, that when I insert the Game Disc 1 into my drive. It first begins to load, then the disc spinning on my cursor comes. And then BAM, nothing. No activity is registered on my computer, my disc drive doesn't even begin to install.
Although my game disc does have multiple scratches, it works on 2 other computers. One with Windows 7 Professional 65-bit, and the other Vista 32-bit.
On the Vista service pack 2 was installed. And on both 7's service pack 1 is installed.
However, the game was running fine on both Windows 7's when there was no service pack installed.
I've tried compatibility, copying the games files to my hard drive, just about everything I can think of!
I'm wondering if it has something to do with the service pack being installed or if SecuROM is acting up.
Please help!!

IIRC MS recently changed the autorun on DVD\cd drives to block them from running automatically when a disk is inserted for security reasons --- Have you tried exploring the disk and launching setup.exe directly from there ? Also be sure you are not trying to install to the High security Program FIles Folder as they have also made it a read only folder so sometimes even though your account has proper permissions when you try to install there it fails.

I did try running the setup directly. And it was the same result. And I don't even get to the screen that allows me to choose where to install. It doesn't even begin the setup, just disk spinning. Then nothing.

Navigate back to the setup.exe on the disk, right click on it, and select "Run as Admin". See if that helps.

Nada. I ran it as Admin and the same thing happened. I even tried switching disk drives and running, but still nothing.

Boot up into safe mode. (poke the F8 key before windows starts loading, and it should present you with a menu.) Try the installation that way.

Just to back this up, when Bethesda released the Fallout 3 GoTY edition, the second disc--containing all of the DLC content--had to be installed in Safe Mode on computers with Vista/7 OS. Given that, it seems probable to me that something similar is happening here.

Alright, now it goes into the setup. But then it stops and says,
"Error [-5005] 0x800700017
Make sure to stop earlier setups and applications."
The there are the details listing stuff about the Kernels and things. Then it closes and the setup quits!

Just found out that a [-5005] error means the game files are corrupted, and a 0x800700017 means the CD/DVD is unreadable. Guess that's what happens when little brothers get careless. And why there are 2 cracks on the CD. Thanks for the help guys, but I'm pretty certain I'll just have to buy a new game disc, since my warranty expired 3 years ago :/. Thanks again.
