Not shareing DLC cross-profile on the Xbox 360 : IV

Hi there, my DLC is not showing up on my sisters profile on my Xbox, but the Orrery and Vile Lair shows up? Please help. I tried redownloading it all and when I got on her Profile it loads for a long time like it recognizes it but then it doesnt show up?
