freezing at certain locations

my game seems to be freezing at "scavengers bridge" and "fairfax ruins"
i have tried deleting my game data and reloading it i have also tried going in naked and i have tried coming at the locations from different angles once i get within 25 feet or so it freezes
its not a cooling issue it has happened after an hour of play and it has happened within 1 minute of play also the disc isnt scratched or smudged at all
was wondering if anyone else has had a similar issue and what they did to fix it
fyi this is the base fallout3 game no addons

If it always freezes at the same points, then there has to be some issue with the disc (especially if you deleted and reinstalled data).

Theres a couple places the freezing is bad for me, Fort Independance, Fairfax Ruins, outside Bailey's Crossroads Metro and just north of Springvale where the Enclave soldiers spawn. Evergreen Mills can be bad sometimes to. Also really laggy at Point Lookout, The docks and surrounding area is laggy. My disk is also in mint condition, no scratches. I take care all of my games.

I actually got this game for the 360 (no idea why not for my PC), and I remember the game almost becoming unplayable after about 60 hours on my main character due to freezes.

The first character i made was horrible at freezing, the save game size was 19MB. But my second one is 17MB and is actully more playable, I have 310 hours on it. Looting adds up alot of hours lol.
