At least to me implants make more sense then magical bobbleheads that enhance your skills, you could make them harder to attain, for difficulty. I dont use either but magical bobbleheads really dont fit lol

Hey, I found some bobbleheads! Now I'm smarter, stronger, and more skilled!

Implants. They are grounded in canon. They were in the originals and you have to pay for them and find the doctor (or super computer in Originals) and pay alot of caps.

Bobble heads give you abilities simply by Magicka.

Really wouldn't be opposed to not having any way to raise your S.P.E.C.I.A.L. permanently...
If they do have it, I'd rather it be very difficult to obtain, and perhaps only once for each of your skills per game..

From those two options, implants. They make much more sense in the setting. But generally I'd prefer neither. The perks should be enough.

Fallout isn't suppose to have magic, so Implants.

(And Bethesda, remove the magic enchants on clothing. I don't give a damn how much of a nifty doctor I look like if I put on a white coat it doesn't mean I can do surgery any better. )
