I have an xbox 360 and was wondering if I download this game for the XBL marketplace, will all the DLC come with it? It's $30 so I'm thinking it will

It depends if it's listed as Fallout 3 or Fallout 3 Game of the Year Edition. Game of the Year includes all of the DLC but the other one does not.
