Looks vaguely like Seyda Neen, based on the configuration of the houses. I don't remember the silt strider being in quite that location if it is, though.

Easy, I've seen that picture so many times :D. I might even play the game to charge up for Skyrim! TES Travels: Shadowkey right? Oh wait, the location? I had to check it on the uesp, but it's Glacier Crawl.
