About to mod my game soon, just few question

First, i need help to choose between francesco or OOO. This will all depend with compatibility with other mod and how many bug there is.



Mod i want to install:

Oblivion(except if you say me otherwise... lol)
Shivering isle and all other DLC including KotN
every unofficial patch, except supplemental and thieve den sigil stone fix
francesco / OOO (still need to choose)
MMM
a item mod (need to choose wich one, but i think i will take WEPON or Armamentarium + Artifacts)*

I mean, if the guy who made it saw that X item at lvl 10 is the weapon of lvl 20, but don't correct the error, but put in his script to give the lvl 10 at lvl 20, then unofficial patch correct the item of lvl 10 t be for lvl 10 and correct lvl 20 also, so quest award give the lvl 10 because it was lvl 20 item, but now that unofficial patch corrected it, quest award give wrong item... or does quest award leveler work perfectly with the patch? Also, i want to know if this quest award leveler also work in SI. And just to know, does i need quest award leveler in OOO, or since every thing is static, even quest don't have anymore leveled loot?
Also, if there is a better quest award leveler...

Except if im wrong, francesco development stopped. Is this the final version, no bug at all, or it was just abandoned? And for OOO, should i expect a lot of bug?. How hard it will be to install all my mod? IS there a specific way to install that? All i know is that i will have to pass BOSS...

I think i could correct the wrye bash issue... i just found there is a version that is not python... at least, is what i understand from what i read

You should use the Supplemental, it covers things never dealt with by the original UOP. There's no reason not to use it.

I've never used a mod that doesn't work with the UOP. If the UOP goes first (or close to it) in your load order, which the instructions tell you to do, then that will never be an issue.

The Quest Award Leveller description clearly states that it works for SI.

And just to know, does i need quest award leveler in OOO, or since every thing is static, even quest don't have anymore leveled loot?

I assume you mean http://www.tesnexus.com/downloads/file.php?id=5701, which as far as I know, is the original. You can search "quest award" at TESNexus for alternatives.

Read the documentation with those mods. If they don't list any conflicts with mods you have, then just give it a try, it's probably fine.

From just what you're listing, you might be able to get away without one, but it won't be ideal. Python not working on your computer is probably something you can and should fix, for your own sake, but that's up to you.

4.5b is the final version. There are additional patches and options http://www.tesnexus.com/downloads/file.php?id=17621.

That depends on how able and willing you are to follow instructions. Most mods come with fairly explicit installation instructions.

IS there a specific way to install that?


Again, just follow the instructions included with each mod, and you should be fine.

If you can install and run the Stand Alone version of Wrye Bash on your computer, and you are somewhat familiar with how mods do work together, then take a look at FCOM. Use the second link in my Signature. You are actually wanting to use FCOM from your description, but OOO and MMM are much easier to install together.
For a weather mod I prefer All Natural, but I did choose it because I use BAIN as an installer.
Quest Award Leveller only affects Items in Official Bethesda Content, Oblivion/Shivering Isles/DLC.<--- Does not affect mod added content.
I use WEPON, Armentarium Complete, and Artifacts together, I also use a Bashed Patch to handle the levelled lists. I am not sure how much they will conflict with each other if used without a Bashed Patch. Arifacts adds a store with some unique items to the game, and WEPON completes many weapon sets in the game, if you use all three without the levelled lists, then your Install Order will determine what does show up in game.
An alternative to the "is it safe" mod is RefScope, and RefScope has alot more uses when you run into problems in your game.
If you can use the Stand Alone version of Wrye Bash on your PC, then take a look at Bain as an installation tool. BAIN is harder to work with than OBMM at first, but it is a far superior utility for managing your mods.

The FCOM thread has an installation order guide, and links to the OOO and MMM release threads, If you go with OOO and MMM the MMM release thread has more information than the FCOM thread.

i dont want to use FCOM, i only want OOO OR Francesco, not both. And for quest awardleveller and OOO... im asking if OOO make the vanilla quest static loot, or if i still need quest award leveller

You will want Quest Award Leveller for Vanilla quest rewards. For your question on OOO vs. Frans, I use FCOM. I have never used the parts of FCOM separately.
