On UESP, each of the region and guild pages have a list of every subfaction under Political Views, and each are marked by a "power" rating. What does this "power" do in-game?

Nobody really knows. Probably meant to be used with a game feature that didn't get implemented.
Factions and kingdoms were at one point intended to go to war with each other, so maybe it has something to do with that.
