It's not better or worse, it's whatever you'd like. Although I had trouble finding ways of supporting CL early on. I couldn't figure out where any CL quest-givers were (Other than Cold, Cold, Heart). NCR quests are everywhere, though.

ya ncr is everywhere but as of right now im cool with both and vegas can svck it....like benny said i had vegas in the palm of my hand and i threw away my cards...after that i crusified him!!!!muhawawawa
