Ask Geronimo from the DDD Armageddon servers. He bans every other person on his server.

Ask crytek for normal RCON tool and server side ban system. For now all bans are active till server crash and/or restart. Even if you have a list of cheaters (including nicknames, GUIDs and IPs) it will be very hard to add them manually one by one after each server restart. So cheaters can play with no limits and there is nothing you can do.
