Also called the Wayshrine of Talos, there are three.

About halfway directly between Skingrad and Kvatch just North of the road.
Southeast of the Inn of Ill Omen
Northeast of the Harcane Grove

The last two are close to each other and lie between the Imperial City and Bravil
