Why? Oblivion spent most of it's voice-acting budget on getting Patrick Stewart to say a few lines as Uriel Septum VII. That means they had limited budget for other voice actors.

Will Skyrim have it? By Azura, I hope not!

You may have also noticed that female Nords and Orcs also sound the same too.
Oblivion is full of similiar voices for races.
