This is great news, but if it was only for beds, it could be solved like in Morrowind.
I think it is bigger news, like this: "When an owner is killed, all his belongings are disowned, so you can sell his stuff as if they are your own, without a risk."
Or even better: "When an owner is killed, and the fact becomes known, if he has a defined heir, then he comes to claim the ownership of his belonging, but in the middle, the stuff have no owner, and you could claim them as you like, and sell them, but as soon as the heir arrives for the claim, the ownership of all the stuff is transferred to the heir, and the opportunity is lost."
The heir also might take over the quests related to the past owner, as well.
But how long has to pass so that the fact of the death of a person is known? IMHO it should be defined by circumstances of the life of that person and his actual death event.
And also a person might not have a defined heir, so either his belongings would become owned by the first person who claims them or the government, depending on the rules of the Hold that the person lived in.
One of the stuff that belong to a person is the bed, but there could be a lot of other stuff as well, you know.
