It's been a blast to follow the drama of Great House Fliggerty's top100 Greatest Morrowind Mods Ever.
I will present myself: I am the main mod hunter behind both the Morrowind Overhaul - Sounds and Graphics modlist and the forthcoming Morrowind Overhaul - Game Experience modlist.
After noticing how (deservedly so) enthusiastically the former was received and how anxiously the latter is looked forward to, I've decided to share my list of the top100 Greatest Morrowind mods ever.
I chose to adhere to the same scheme used by GHF: the top20 mods will have their own specific place in the list, whereas the other 80 are in no particular order, but are regarded to be among the very best Morrowind mods ever made, and, as such, must-haves for any devoted fan of Morrowind and the tremendous achievements this community has accomplished in the last 9 years. What we have now is by no doubt one of the prime examples of a product which is constantly nearing perfection, almost touching it.
As opposed to GHF's choice, I decided to include tweak programmes such as MGE, MGE XE and the Code Patch, which have an impact on the game itself, and not to include utilities that prepare us to play by handling how mods interact, such as Wrye Mash, Mlox, TESTool, and the like.
In order to create a well thought out list like this, you must be led by a passionate, intense love for what the community have been producing on a daily basis, thus constantly keep up with what these forums came out with, with the help of Morrowind Mythic Mods site. That's what i was led by: it was just THAT good, seeing how Morrowind was slowly becoming a game on a level by itself, head and shoulders above the rest, thanks to an insane range of customization under every conceivable game aspect.
So, thank you all for this ride toward perfection that truly satisfies one's mind.

This mod mimics the psychological/tactical approach by the player character upon running into an enemy (by means of our choices as players, obviously).
His most important module, actually, lets you choose between 5 combat modes, cycled through by a rapid Sneak key pressure.
Each of them (excluding the Normal combat mode) brings hindrances and advantages, as it adds bonus or malus to stats/skills/special features.
Let's have a look into them:
Blocking Combat Mode
Benefit: 20 points bonus to Block (+10% chance of blocking)
Hindrance: 20 points penalty to
Speed and Agility (slower movements,less chance to hit and more chance to be hit)
Dodging Combat Mode
Benefit: 20 Sanctuary (more chance not to be hit (it mimics a dodge)
Hindrance: 20 points penalty to
Endurance and Willpower (you can bear less damage till game over, and you are more vulnerable to spells)
Fighting Combat Mode
Benefit: +20% chance to critical
hit (critical hits are incorporated into the mod, and consist on a chance to land a heavy blow. The percentage chance is obtained after dividing the skill related to your wielded weapon by 10: for example, if you wield a katana and your Long Blade skill value is 50, 5% of your hits will be critical hits. But with Fighting Combat mode on, this chance rises to 20%)
Hindrance: 20 points penalty to
Agility and Endurance, 3 Drain
Fatigue (less chance to hit, more chance to be hit, you can bear less damage till game over, constant draining of your stamina.Stamina plays an important role because it partly affects every one of your actions, and thus contributes to determine the success or failure of the latter moreover, when your Stamina hits 0, you'll be momentarily inactive)
Knockdown Combat Mode
Benefit: as soon as this mode is on, run toward your enemy and hit him to land a strong blow which will deplete its Stamina)
Hindrance: While running, your Stamina will quickly go down. So, be careful.
And that was the core of the mod. You can play with other modules too, though: bleeding, for one, which takes place when the damage you receive is higher than your Endurance value: then, you'll have to resort to bandages or potions in order to heal yourself; another module determines penalties according to how few your health points are, thus mimicking the pain you bear within.
The last module is called "Learning paths". Basically you can read one out of three specific books sold by Jobasha in Vivec. Upon reading it, you can use three powers that you can use at your will, at the cost of 0 magicka; they last just some time, and a Statistic from your character sheet will permanently go down by 1 point. In conclusion, it's a mod which does not follow the theory behind Depth Perception or Realistic Combat, since the latter feauture, among other basic ideas, the concept that contact between weapon and enemy results in damage; as opposed to Adul's Advanced Combat, which at its core features higher or lower chances to block, hit, or be hit.
Let's say that this is a mod ideal to the ones who privilege the idea behind Vanilla Morrowind's combat system, but also want something that sparkles it a bit, by adding tactics, that is the fact that you must make a decision according to the type/s of enemy/ies you tackle.
I must admit that even the purists may have something against this mod: in fact, modifying stats "on the fly" (like Advanced Combat does) can be considered just like switching between diverse player characters... and that's not roleplaying at all.
If they thought like this, I'd say I partly agree. But, on the other hand, it's a matter of fact that a mental/tactical approach can affect the way you fight, since you focus yourself on some aspects (that's where the idea of advantages come out) and, as a consequence, you neglect other ones (and that's where hindrances stem from).

Alternative version of the main quest in Tribunal expansion. Arguably better than the original.
Alternate Daggerfall-style combat controls (an option in http://www.tesnexus.com/downloads/file.php?id=26348)
Its main merit is that it simulates you really holding a weapon - as if it were your mouse. If you move the latter laterally as soon as you attack, you will have a slash attack; if you move it vertically, you will have a thrust attack; if you move it diagonally, you will have a chop attack. This brings a lot of immersion factor in the equation.
That's not all there is to say: do you recall that each weapon type has its own damage ranges, varying according to the type of attack (slash, thrust, chop) you execute?
For example, a spear deals way more damage with a thrust rather than a slash or a chop; a long blade prefers a slash attack and a blunt weapon prefers a chop one. But will you be able to execute the better types of attack according to your wielded weapon in the flur of a fight? You will also have to focus on aiming, dodging and switching between offensive and defensive mode with Realistic Combat ticked on... or you will also have to focus on timed blocks with Blocking reflex ticked on... No, you won't be able to accomplish it with ease, so that's great for your combat experience.
As if it weren't enough goodness, this modification will also lower the attack frequency, since you will also have to move the mouse and it won't be possible to spam left mouse button clicks...

Are you tired of reading the exact same responses from NPCs over and over again when talking about the same topics? You know, there are a number of NPCs not undergone through the LGNPC treatment yet, so this comes in handy. It tallies more than 100 new responses to the topics "little secret" and "services". It also gives unique greeting dialogue to slave NPCs. Lastly, we have a teaser of a project called "quest persuasion", which intends customizing NPC responses to the persuasion options chosen by the player character when solving a quest through dialogue.
I'd say combine Djangos dialogue with http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=8016 for pure goodness. The latter enables lines of dialogue that were originally intended to be in the game, but never made through: it adds new NPC responses to the topics "background", "latest rumors", "little advice".
The two mods combine very nicely, and with the huge help from LGNPC they help kill the repetitiveness in dialogue which undoubtedly was one of the weakest spot in Vanilla Morrowind.

A surprisingly hidden gem, which you just can't go wrong with. I was very frustrated with how slow my player character was, had I not chosen a Bosmer with the Steed birthsign... This little mod raises by 20% the base speed of PC and NPCs. Perfectly balanced.

The purpose of this mod is to enhance roleplaying by getting rid of the level-up screens and the infamous x5 stat multiplier grinding on level-up. The computer will do all the calculations for you, letting you actually play.
WTF not in the top20?
I already have another mod which takes care of balance in this area, and the mod is in my top20. One of the reason I love the latter is that it does a simple little tweak that means so much when it comes to differentiating player characters which, otherwise, would end up being jack-of-all-trades demi-god way before the end of the game. I had always beleived someone would eventually share my ideas on the matter, and then came BTB and he removed misc skills growth. Such a little touch, such a clever and big impact on roleplaying...

This lets you try and give a gift to a NPC in exchange for a disposition bump. The chance os success is tied to the value of what you're trying to give away AND the type of character you are giving it. It can also go viceversa. Choose wisely, and be careful with possible undesired effects.

If you ever had a look at the Oblivion mods board, you'd know that two of the most celebrated mods there are Francesco's Leveled creatures and items, and Oscuro's Oblivion Overhaul. One of the main features of those mods was the inclusion of a "helluva" lot of new weapons and armors created by modders, filtered into the leveled lists of merchants, chests, and enemy NPCs.
These 2 mods do the same for Morrowind.
All around Vvardenfell you can find an enormous variety of new equipment, each with their own stars, used by enemies, sold by merchants or in some locked chests. Be careful: if the weapon or armor is powerful, you can bet it's guarded by a mighty foe.

I identify the lack of NPC activity as one of the main annoyances of Vanilla Morrowind, and one strong immersion breaker.
This goes in the top100 not only becuase it helps aggreviate this annoyance, but it also executes the idea quite well: from now on, you will see a number of NPCs holding an object related to their status and trade. It's not Radiant AI (I mean, the Radiant AI promised as in the trailers back in the time), but hey! what a great nifty little touch!

To buy or to rent? This is one of the questions that makes Morrowind a game containing a quantity of games in itself. You have the possibility of buying your own house for steep sums of money, nonetheless after paying one time and only (Dave Humprey's mod), or...... you can rent a cozy house, from a selection of 20 options. 20 houses, 20 different type of rent prices (from a minimum of 20 monthly fee, to a maximum of 2000 monthly fee. They are all decorated and prompt to be lived in, but nonetheless apt to redecorations coming from Dave Humprey's mod or, why not, from your own Morrowind Crafting creations.
Some leaflets in the gameworld will indicate the people you have to talk to in order to reach an agreement on the rental subject.
