ATI RADEON XPRESS 200 series graphic card (256 mb)

This would seem to be the problem, it is a very outdated card, which doesnt support the needed shader models in order for the game to run.

Fallout 3 requires 2.0B

The difference is in the extra character.

Your only option really is a new graphics card (Which won't even be an option if you're on a laptop)

Shader support is done via hardware rather than drivers.

Plus I wouldn't reccomend trying to force the game to run on that GPU. Even if you could get around the Shader requirement, and the game actually ran, it would be next to unplayable AND you'd be facing a serious risk of damaging your computer.

C'mon, now! You know what a DRIVER is. All drivers are just software, and 3danolyze is a software that attempts to do things in software that should be performed by hardware.
