I know it's a rant, but I will rebut it a little bit.
I have the same dislike, it is time consuming and tedious, and not nearly as fun as writing a cool script. But it's those little details that make the difference between a good mod and a great mod.
Yes I know. I'm such a hypocrite. If I played a mod and they didn't have those little details, I would complain! But, to be honest, I believe I've spent just as much time making a few rooms look inhabited then I have actually writing dialogue and scripting. Which to say, with around 100 lines of dialogue, and about 20 scripts, is pretty sad. But, I know it needs to be done, so I'll have to do it. Plus, doing the tedious work let's me come up with new implementations so I don't get bored, and can make it cooler
Have you considered joining TR? There are enough quests to keep you occupied 'till the end of days, and you never have to make an interior again.

Well, I considered applying, but my only thing is, is that if I don't
feel the quest, then I just can't do it. Like most of the quest that I actually enjoy making have absolutely nothing to do with Morrowind Lore.. as a matter of fact, none of them do. Or are even remotely close.. Most of my mods I enjoy are based on the Forgotten Realms Multiverse, with Drizzt and Erivis Cale and all of those fun peeps. But, maybe one day I'll put my part in regardless ;P
