Total conversion is such a broad term I mean depending on what you want it could mean anything.
You want something completely different, in a different time line, different setting, different gameplay elements then.... there's fallout 3 and New Vegas. I mean they use pretty much the same engine so they could still be considered TC's... as far as I know the only real restraint for something to be considered a TC is that it has to use the same engine.
You bored of cyrodiil's landscapes? get mods with new lands, and/or mods that changes cyrodiil's landscape (unique landscapes)
You've done everything you can and cyrodiil and want to go somewhere else so you can do more? Well that's not really necessary because there's quest mods.
Hell something that replaces armor with space suits, bows with guns, and melee with light sabers could be considered a total conversion.
With games like Oblivion you make your own total conversions through a massive choice of mods that you customize yourself, no real need for one big total conversion suited towards the person who made it when you can customize your own "TC"
