How will criminal scum be handled?

Forgive me if I'm missing something, but the only thing we've heard about the justice system so far is that if you're wanted in one city, it's ONLY in that city -- the guards in other cities will be none the wiser.

But have they said anything about the guards' psychic AI? And what happens when you get caught? What the jail system is like?

Again, sorry if this has been covered already, but it was one of my biggest complaints about Oblivion so I'd love to see what they've done to overhaul this system.

We've heard the jail system has been changed, besides the city to city bounty we don't know how much yet.

I think it's bogus how the entire justice system is out to get YOU and ONLY you. There should be random, nameless NPCs who go out and commit simple crimes like punch a guard or rob(but always get caught) and get sent to jail. That way, if you see a guy is about to steal something, you steal something too so the guard has to pick who to go for.

Well that kind of happened in Oblivion...but not really. I saw a redguard steal an onion from one of the stable people and guards just attacked him until he died. So there was NPC crime, but not any random NPC's being sent to jail. That sounds like a good idea.

I just hope the guards are not mindless attacking drones again. If you are famous for slaying dragons that eat guards for breakfast ( later in the game) I think some of the guards should recognize you and catch you committing a crime should half-assedly confront you, trembling before running away scared. Not all the guards and not all the time mind you, especially if they're in groups, (Not trying to make ES like Fable) but more spaghetti western-like. If you're a known mass murderer and you stroll into a small hamlet, shops close up and the streets desert. Large cities would of course be different. Also, if I'm particularly good with speechcraft, I'd like to be able to bribe the guards on the spot, not have to run to a doyen.

Pay the fine, or serve your sentence, or kill the guards and sell their gear in the next town. pretty much the same old same old i'm guessing.

HAHA! That is AWESOME. All I know, is they better get rid of the damned "guard sense" I hated pulling off a crime with nobody around, only to have the guards magically know that I murdered a woman in her sleep and ate her intestines in-front of her children.
