Can the dragonshout be silenced?

I was wondering if anyone thinks that the dragonshouts can be silenced in both races and dragons?

Dragonshouts should be silenced when a silence spell is cast on you. There is one lore book that describes what the silence spell does. It literally prevents the target from speaking.

Silence doesn't actually stop you from talking like it does in D&D where spells have a verbal component.

Silence the Dovakhiin, yes. That should, indeed, silence him. Silence a Dragon? No, I don't agree. Sure, it's some form of language to them, but I don't know. It would just make the game feel totally out of balance I think. Let them dragons talk...okay, SHOUT! Let them shout. If you don't like it, silence them permanently.

I dunno, if it applied to dragons too it would make their fights pretty easy as most of their abilities are shouts. It does make sense though that if you are silenced you cannot shout lol. Be cool if silencing actually stopped you from speaking to NPCs for the duration too.
