I was thinking for some of the stealth oriented dragon shouts like the teleporting one, it would sort of defeat the purpose if you were shouting while trying to sneak up on somebody. Do you think the stealth ones will be more of a dragon whisper?

What could we do? Whisper "[censored].." in their ear and see if they get upset by it?
I understand what you're saying though, but I think they're designed from ground up to be a get-out-of-jail free card.

there are stealth shouts? the Whirlwind Sprint isn't stealthy, it's just fast, judging from what I saw. and dragon's aren't very sneaky... they are more:
RAWR I WILL ROAST YOU ALIVE AND EAT FOR AN APPETIZER, AND YOUR CHILDREN WILL BE THE MAIN COURSE, AND THE MAIDEN OVER THERE WILL BE FOR DESERT BOW-CHICKA-WOW-WOW!!!
