Well since it doesn't look like you know anything about the power of consoles vs PC's, let me explain. The Xbox 360 came out in 2005. That mean's it's using 5 year old technology to power the games. The PC market has new parts coming out every month. So there are two reason's why crytek didn't give console gamer's the graphics patch. The first reason is, like I said, the console's are running on 5 year old tech. There's no way that an Xbox 360 would be able to run the kind of graphics that the patch has now. For example, comparing it to the PC, the Xbox 360 runs crysis 2 on low settings, and it can only get 30fps or so. On the PC, depending on what hardware you have, you can run it at the same resolution with the high quality DX11 patch, the high resolution patch, and at the highest graphics settings with 60fps+. The second reason is that crytek got a HUGE response from the PC gaming community about super low quality graphics in crysis 2 (remember, they are saying that with high settings for the PC, it still doesn't look good (and the xbox 360 plays on low settings)). Since there was such a huge outbreak, a large amount of PC gamer's decided to not buy the game. Then crytek apologized and gave us this wonderful patch. So pretty much it's because Xbox 360's are super slow and can't run something that graphic intensive.
The reason why there's no sandbox 3 for consoles is probably the same. People will put a bunch of junk in the map and then the xbox will lag so much that it won't be any fun. PC's however won't have this problem. They have the most advanced tech so they can play it smoothly without lag.
Thats pretty much the whole reason I'm a PC gamer. I want to run the latest graphics without any lag at resolutions higher than 1080p.
