No, generally if a game has reached the end of it's production it goes "gold". Meaning it would have shipped to production factories to be put onto discs, sent out to stores worldwide, where it sits until the street date is reached and can be legally sold. (It usually isn't "golden" until a month or so before the release date) :tops:

This far out from release I would guess they're refining existing game systems, balancing combat, squashing bugs, and maybe fleshing out quests/adding superficial side-quests. I doubt there's much new content being created.

In the most recent "Fan Interview" Todd mentions how they are still working on making the light armor and heavy armor feel different. So yes, the game is still very much in development and will probably be so until a month before release (maybe even less). Bethesda wants to get this as close to "perfect" as possible and I commend them for it.

They've completed it ages ago, it was good actually.. You do realise it is the 6th July 2013? Also the end of the world is now 2020; just thought I'd let you know.;)

On topic: They are likely still adding things atm, probably a heck load of work on getting rid of bugs. They still have a while left, about 5 months right?
