Why does the Enclave tolerate Frank Horrigan?

Just wondering. I have FO2 but have yet to play it (I purchased it recently and probably won't get around to playing it after I play FO1 and the last 2 NV DLCs.) so I'm sorry if the question is explained in FO2, but I haven't played to know.

It is explained in Fallout 2, he was part of the Enclave secret service, and remained loyal and brainwashed even after mutating.

Yeah what they said. However he is feared and hated by most of the personnel in the Enclave. the president even has a special emergency plan that turns all the automated defenses in the oil rig on Horrigan is he goes "rogue". :P
