Short answer is we don't really know mate. An educated guess would suggest that it is in much the same state as America, just without Super mutants, Power armour or Robots.

I highly doubt that the rest of the world is toast.

And the point you made means that there must still be a Britain for him to have come from. So probably in pretty much the same state as the USA. There would be no way for any country to know how bad the situation is in America as I don't believe that there is any form of communication between the former nations.

IMO, until/unless there is a game made that explores different nations (a touchy subject I know) then the answer will remain "We don't really know."

What nonsense. People explore, thats what we do. It doesn't mean the places that we come from are neccessarily bad (although that can be a motivation). Tenpenny's motivation for coming to America, and staying, are unknown.

The whole world was nuked to hell. End of story. People survived in Mexico, we learn that in Fallout New Vegas. People survived in the UK. Vaults were not the only reason people survived the great war.

his motivations are well known, learn your facts.

For a motivation thats supposedly well known, you havent yet shown it. You've shown a throwaway deve comment that doesnt even mention his motivation. Was he persecuted by a religous order, was he a simple trader looking for wealth in the new world - we simply don't know.
