Prepare yourself for a whole bunch of quotes from the game intros with parts highlighted. It won't be that informative, but it'll look pretty ;)

Short answer is we don't really know mate. An educated guess would suggest that it is in much the same state as America, just without Super mutants, Power armour or Robots.

The rest of the world was destroyed.

Alistar Tenpenny came to America from Britain to start his fortune in America. He was added to show that if people come to America because its considered safe the rest of the world must be [censored].

I highly doubt that the rest of the world is toast.

America was destroyed too.

And the point you made means that there must still be a Britain for him to have come from. So probably in pretty much the same state as the USA. There would be no way for any country to know how bad the situation is in America as I don't believe that there is any form of communication between the former nations.

IMO, until/unless there is a game made that explores different nations (a touchy subject I know) then the answer will remain "We don't really know."

What nonsense. People explore, thats what we do. It doesn't mean the places that we come from are neccessarily bad (although that can be a motivation). Tenpenny's motivation for coming to America, and staying, are unknown.

The whole world was nuked to hell. End of story. People survived in Mexico, we learn that in Fallout New Vegas. People survived in the UK. Vaults were not the only reason people survived the great war.

Just as Thekettleison predicted, just minus the highlighted parts:

Fallout One Intro

War. War never changes. The Romans waged war to gather slaves and wealth. Spain built an empire from it lust for gold and territory. Hitler shaped a battered Germany into and economic superpower, but war never changes. In the 21st century war was still waged for the resources that could be acquired; only this time the spoils of war were also its weapons, petroleum and uranium. For these resources China would invade Alaska. The US would annex Canada and the European Commonwealth would dissolve into quarrelling bickering nation states bent on controlling the last remaining resources on Earth. In 2077 the storm of World War had come again. In two brief hours most of the planet was reduced to cinders and from the ashes of nuclear devastation a new civilization would struggle to arise.

Fallout Two Intro

War. War never changes. The end of the world occurred pretty much as we had predicted; too many humans and not enough space or resources to go around. The details are trivial and pointless, the reasons as always, purely human ones. The Earth was nearly wiped clean of life. A great cleansing, an atomic spark struck by human hands quickly raged out of control. Spears of Nuclear fire rained down from the sky. Continents were swallowed in flames and fell beneath the boiling oceans. Humanity was almost extinguished, their spirits becoming part of the background radiation that blanketed the Earth. A quiet darkness fell across the planet lasting many years. Few survived the devastation.

Fallout 3 Intro

War. War never changes, since the dawn of human kind when our ancestors first discovered the killing power of rock and bone, blood has been spilled in the name of everything from God to justice to simple psychotic rage. In the year 2077 after millennia of armed conflict the destructive nature of man could sustain itself no longer. The world was plunged into an abyss of nuclear fire and radiation but it was not as sum had predicted “the end of the world.” Instead the apocalypse was simply the prologue of another bloody chapter of human history. For man had succeeded in destroying the world but war, war never changes.

"Allistair Tenpenny came to the Capital Wasteland from Great Britain to seek his fortune, so that alone tells you that the U.K. was also hit in the war. And if he came to U.S. to succeed, that says a lot about how screwed up Europe must be. So we just allude, a little bit, to the state of the rest of the world. We like to leave a lot to the players' imaginations, and somebody like Tenpenny serves as a catalyst for those thoughts.

his motivations are well known, learn your facts.

For a motivation thats supposedly well known, you havent yet shown it. You've shown a throwaway deve comment that doesnt even mention his motivation. Was he persecuted by a religous order, was he a simple trader looking for wealth in the new world - we simply don't know.

Please do not assert "Facts" not in evidence.

Hmm "CAME TO AMERICA TO SEEK HIS FORTUNE......that says a lot about how screwed up Europe must be" yep TOTALLY not motivation right there. /sarcam

I see how this is gonna be, whenever anything comes up that disproves what you think, the comment is suddenly going to become "throwaway".

I think Somtaaw was saying GB was really screwed up so Tenpenny left. Along with how he left to seek his fortune.
