Issues regarding missing FalloutNV.esm and reinstalling

- After a long break I decided to play NV again. I first used GECK to create a new face for a character I would be creating.
- I went to New Vegas Nexus and got some outfit mods.
- I tried to start NV after installing mods. Game crashes instantly.
- I notice FalloutNV.esm has gone missing.
- I decide that reinstalling the game is the best choice. I insert NV disc into drive and use setup to "reinstall".
- Reinstall option has no effect. Steam informs me that game files have been verified, and the only option is "Close".
- I uninstall New Vegas. It takes only a few seconds and the only thing that changes is Steam announcing that the game is no more. But in truth, nothing has changed.
- I try to install New Vegas trough the "install" option in setup. After loading files Steam informs me that Steam servers is too busy to process my request. Installation fails before it starts.
- Rinse and repeat.


Questions:
- How can I regain FalloutNV.esm without reinstalling the game?
- If not possible, how the heck can I reinstall the game if Steam won't do it?
- WHY did the .esm disappear in the first place!?
- Is there any non-steam way to uninstall, install and update the game?



EDIT: Totally cornered by this problem I MANUALLY uninstalled the game by throwing the entire game into trash can and removing it. Steam doesn't notice any changes and still refuses to do anything. And before I threw the game away and still continuing, Steam is crashing every time I try to do something related to uninstalling/installing.

Why does this PoS refuse to work? What did I do wrong???

EDIT2: Still no luck installing the game. Whatever I do Steam either informs me that servers are busy or it simply informs me that game files have been verified. I tried removing all traces of New Vegas in Steam files but it still thinks NV exists as it always has.

I tried a fix I found on internet, on the issue with busy servers. It was about changing your download server location. Didn't work.
I'll try uninstalling and reinstalling Steam.



Steam is truly a cancer for gaming.
EDIT: How wonderful, steam client won't download.

Oh, that's gotta hurt.

did you try restarting the computer (though that wont work if the servers are busy)

on the questions
-only other way would be if you had a backup that had the file
-sorry that's not possible in FONV
-I have no idea why the ESM would disappear
-nope, as a steamworks title there is NO option for a non-steam version. (aside from getting a console version)
