FO3: GOTY new game crashes : Fallout 3

I know i am not the only person to have this problem as i have seen on numerous forums around the web, however i can not find an answer that actually works for me.
I have updated my drivers and patched the game, and yet still just after it starts to load after i press new game it crashes, mouse goes away and says i have an error. my game is set up to run in Windows 7 and the desktop check is checked, so what is the problem?

Post a dxdiag.
XP: Go to Start->run, type “dxdiag” and hit enter. Click the Save All Information button near the bottom right. This will save a Dxdiag.txt in C:\ by default. Then open the dxdiag.txt and copy/paste the information into your post.

Card name: Mobile Intel? 4 Series Express Chipset Family

This would be why, the game will not run on any of the Intel video chipsets. They are too weak to run the game. And since its a laptop, its nearly impossible to upgrade. There is a modified .dll file that will force the game to run.....but it may cause damage your OS or physical hardware.

well i dont need to post mine, i too have an intel chipset, so i will just cry myself to sleep over the next i dont know how many months, if this wasnt brand new then i would try out the .dll, but lets face it, i am not about to fry a new computer,
