I have to agree with Koning Stoma on this one, all of his/her reasoning is sound. Not only that, it would be outrageously difficult to use the sandbox editor on XBox, it would become something along the lines of what FarCry 2 was, difficult and nonuser-friendly. Not only that, the XBox isn't a strong enough system to be able to run the complex programming of a sandbox editor.
^This.
Whenever people who ask if we are getting an editor post about it, I wonder if they have ever used a level editor other than Forge. Forge is weak, and just lets you place items, and is about the only proper way to have a level editor on a 360. I've done level work for communities for a lot of different games, I've worked with the Geo-Mod engine for Red Faction, the Unreal Engine for UT, McWorld for Minecraft, just to name a few. It would be impossible on a console to replicate it. Way too much complexity, it would be a nightmare to try working with meshes and design systems with such rudimentary controls. And as he said above, it takes a lot of power to run a proper level editor.
