DX9 Performance Worse in Patch 1.9?

After installing 1.9 my FPS in Crysis 2 has gotten lower; to the point that it is no longer playable. I have not changed any graphics settings since version 1.8. All graphics options are on the setting labeled high. Prior to the patch FPS in single player was 30+. It averaged around 45 fps; sometimes dipping into the mid-20s. Multiplayer had slightly higher FPS. Now my fps in both modes is always 25 or less, with lots of stuttering and longer load times.

Somethings to keep in mind:
-I have not installed the optional DX11 and High-Res patches.
-I have the game on Steam.
-I assume that it is impossible to get back to 1.8, because of Steam and the fact most servers will be running version 1.9 making multiplayer unplayable due to version conflicts.
-My PC specs are pretty much identical to the listed minimum requirements for Crysis 2: 9800gt and a dual core @ 2.00GHz.
-Unrelated, question but its quick. What is the default setting for motion blur on "high" settings? I'm not sure since the motion blur option is not labeled with the usual "High", "Very High", "Extreme", or "Ultra".

Anyone else have lower FPS, despite remaining on dx9 and not changing any graphics options?

Not sure if this is true but, I heard that there were added graphical enhancements to dx9 in the 1.9 patch. That would probably explain why my fps is so much lower. If this true, is there anyway to turn off these new features? Perhaps a config file that can change the settings to make it identical to 1.8?

Lucky bastard, I was forced to buy from Origin, which I absolutely HATE. I have all my games and all Crysis games on Steam, except Crysis2. I'm so pissed about that.

Good news is though, I could re-download a virgin copy and install which patch I want, but the bad news is the Crysis editor is for patch 1.9 only I believe. I have never play anything other that 1.9 though, so I guess from what I'm hearing it is possible the game performance could be better than it is. :)

You're playing in DX9, but if you have a DX10 card, now you got the DX10 features and a very very small amount of DX11 features. If you got a DX9 card, then you got some specific DX9 features (because a few DX9 features were left out at launch but now added and enhanced alongside DX11).
