Another computer newbie question

I've been playing fallout on consoles to this point. I'm in need of a new computer anyway, so I figure I might as well get one capable of running fallout 3. (maybe new vegas)... havent looked at the requirements for that though.
I looked at the requirements for fallout 3, but I know very little about computers, so much of it is greek to me. I'm looking at a computer with the following specifications:

Processor Type AMD Phenom II 960T Quad-Core

So the typical questions...
Is this sufficient?
Direct X compliant?
Anything else I need to know or consider?

Yes this will be more than sufficient to run any Fallout game ever released.

Probably the next one to be released to. It's fairly powerful.
