Regulators

I borrowed a stragty guide from my friend and I saw there is a regulator HQ? Or so it says, I guess the point I'm trying to get to is were can I find Sonora Cruz at?

It gets marked on your map if you take the Lawbringer perk (available at level 14 I believe). The building is always there but I'm pretty sure you can't get in without the perk.

just lower the difficulty and slay slay slay ...

or play operation anchorage i just did that went in level 3 came out level 9

lowering the difficulty gets you less xp
