Well, that's a bit of an exaggeration. There's only been about two dozen games refused classification, and most of them have been modified afterwards to pass. Interesting to note that 50 Cent: Bulletproof is on the list for "high impact violence and cruelty", the latter presumably referring to people unfortunate enough to play it.
The problem is that although game ratings are legislated federally and enforceable by law there's no rating above MA-15+, therefore when presented with something like GTA they must either deem it ok for 15yos to play or refuse classification, which effectively bans its sale. Interesting parallel to the recent proposed changes to game ratings in California, where I believe there would have been a suitable "advlt" category. FWIW, if there was such a provision in Australia I'd fully support the OFLC, but since there isn't, I won't.
But yes, I believe Australia's OFLC is why we have Med-X instead of Morphine.
