Not that I'm aware of. I suppose you could make one, by deleting all the Imperial NPCs.

i remember someone was working on one. but it died off after he asked about how to replace all the imperial guards with natives. i kinda think he got a little shell shocked at the scope of the project at that point. either that or the guy is still plugin away. either way ain't heard nothing of it in about a year or so.

I've been working on something like that off and on for a while now ("Get off my land, you Imperial scum!"), but as a previous poster said, it's a huge job and it's a project that I just tinker with now and then. So far I've redone the Imperials forts by replacing the Legion banners with those of the the Dunmer Great Houses. For example, Moonmoth belongs to Hlaalu, Buckmoth belongs to Redoran, etc. I have a few towns such as Gnisis and Caldera redone where the Imperial presence is removed (both towns being completely taken over by Redoran).

I also have some mines cleaned out where I removed Legion soldiers and replaced them with guards from whatever district the mine is located.

It's a huge job and one I won't be done with soon. I've been working on it slowly as to not get stressed out or tired of it.

It would be cool if you could take over some of the Legion Forts and occupy it as long as you don't belong to any pro-Empire guilds, I doubt House Hlaalu wants to get rid of their imperial neighbours for example.

But yeah some trigger that turns all guards hostile in the fort you're besieging, and then blocking the entrance by rubble so you don't have to update the entire interior. I believe some of the models from Fort Frostmoth could be used to give the fort a battered look?

Doesn't sound like an awful lot of work if you only do one fort at a time. (maybe the ones near Ald-Ruhn/Sadrith Mora/Balmora) Scripting will probably be the hardest part.
