it near the north train tunnel and as you fast travel there turn around and go down a snicket on your left there should be a door to it there

Directly SE from the Big MT North Tunnel. The entrance is a wooden door. Good luck. :tops:

Ok found it and it's.. inhabitants. Any holotapes in there? I need to find Muggy's and the light switches..

All of the holotapes are marked objectives, activate the quest and the map will tell you where they are.

First how do I activate the quest? I've finished the main quest and I've been wandering Big MT. searching for things and I can't stumble upon anything.

Do you have the quest "All My Friends Have Off Switches"? That's the right one and it is activated by powering up the Sink Intelligence Unit.
