is it possible to climb the huge tower in imperial city?

would really like to stand at the top and enjoy the view.is it possible?haven't actually tried yet.

Via normal means such as passageways or such that lead to the top? No.

Via pumped up stats, exploits and such? I suppose.

Via the PC command console? Absolutely.
